You can tear apart cotton balls from the pharmacy to gently stuff the points with, and fill the centers with them, especially if you have cats, cats think they are wonderful toys. I’ve given away several to cat people who have told me that they are very glad that I stuffed them. The paper pieces do make them self supporting, but once a cat gets hold of them…… well a stuffed star with kitty teeth punctures and slightly dented points is much better than a crushed star.
You can also add a bell/rattle inside if you are making it a toy.
